What high-quality research (or logic) supports the conclusion that students who are not prepared for junior college after their senior year of high school will somehow be prepared after their freshman year?

The major academic problem causing high remediation rates among college freshmen starts at the elementary school level and will not be solved by creating courses and testing for 10th graders. If students are exposed to serious academic environments and high expectations throughout elementary and middle school, they will be prepared for serious academic work throughout high school.
